As a distinguished international organization, AFoCO is an action-oriented intergovernmental organization whose vision is to strengthen regional forest cooperation through practical programs and projects for a greener Asia. Once established, the Organization is expected to play a leading role in the forestry cooperation in the region, notably, in combating climate change.

In order to open the membership to Asian region, the dialogue AFoCO initiated in December, 2013. And at the 2014 ASEAN-ROK Special Ministerial Meeting on Forestry, leaders of ASEAN member states and the Republic of Korea (ROK) noted the dialogues towards the establishment of AFoCO and on September 22, 2015, prospective member countries (ROK, 9 ASEAN member states, and Bhutan, Timorleste, Kazakhstan and Mongolia) adopted the final text of the AFoCO Agreement. For the establishment of AFoCO, five countries* signed the AFoCO Agreement and the ROK deposited its instrument of ratification with the Depositary on November 4, 2016. On the 30th day after depositing the fifth instrument of ratification, the Agreement will be effective.

Following rounds of negotiations among ASEAN member countries and the ROK in the beginning stage, the ASEAN-ROK Forest Cooperation Agreement (AFoCo Agreement), proposed by former President of the ROK at the ASEAN-Republic of ROK Commemorative Summit, was signed on November 18, 2011 and came into effect on August 5, 2012. During the four years of the implementation of the AFoCo Agreement, much progress was made in forest rehabilitation, prevention of forest degradation, biodiversity conservation, livelihood improvement and capacity building. Under the AFoCo Agreement, seven individual cooperation projects, seven regional cooperation projects, and the AFoCo Landmark Program (10-year program with four components) were implemented.
