The 8th meeting of the Korea-New Zealand Forestry Cooperative Committee was cochaired by Dr. KIM Yongkwan, Director General of International Affairs Bureau, Korea Forest Service and Ms. Anna Tyler, Senior Policy Analyst, International Environment, International Policy, Policy & Trade Branch, Ministry for Primary Industries in Clark, the Philippines on the 22nd of February 2016. The meeting touched upon industrial plantation investment by Korean companies in New Zealand, cooperation in timber trade and joint research plan on quantity production of clones and cultivation of genetically modified tree species between the National Institute of Forest Science of KFS and the Crown Research Institute of New Zealand (SCION).
Mr. KIM Yongkwan, Director General of International Affairs Bureau, Korea Forest Service and Mr. Ingwald Gschwandtl, Head of the Division Forest Policy and Forest Information, Federal Ministry of Agriculture, Forestry, Environment and Water Management co-chaired the 2nd meeting of Austria-Korea Forest Cooperative Committee (FCC) held at the National Institute of Forest Science in Seoul, Korea on the 18th of April 2016 in pursuance of the MOU on the Cooperation in the Field of Forestry signed in 2012.
For practical cooperation on landslide and risk management, it was agreed to designate focal points so as to exchange related research information, working-level officers or researchers and jointly organize a seminar. The establishment of a risk management group was discussed and the group would comprise of Landslide & Debris Flow Control Division of the Korea Forest Service and the Austrian Service for Torrent & Avalanche Control of the Federal Ministry of Agriculture, Forestry, Environment and Water Management. including R&D, research exchanges, etc.
For training on forest management technology, the Korea Forestry Promotion Institute and the Forest Training Centre Ossiach of BFW would make the continued cooperation possibly including the forest training center Gmunden so as to share experience and data of forestry machinery quality certification, education contents, etc.
The 4th meeting of Korea-Cambodia Forest Cooperative Committee was held in Seoul, Korea, June 2016. Dr. Kim Yongkwan, Director General of International Affairs Bureau of the Korea Forest Service (KFS) and Mr. Chea Sam Ang, Deputy Director General of the Cambodian Forestry Administration participated in the meeting as head delegate of each side, along with forest public officers and officials of Korean companies participating in overseas plantation.
On this occasion, the MOU on Korea-Mekong Forest Cooperation Center was singed. The Korea-Mekong Forest Cooperation Center, soon to be launched, will support Korean private companies engaged in businesses in Mekong basin countries (Cambodia, Laos, Myanmar and Viet Nam) and encourage more Korean businesses to participate. As of now, 32% of Korean companies in overseas plantation business are engaged in the markets of the 4 countries mentioned above. KFS and the Cambodian Forestry Administration plans to expand cooperation scope, and conduct joint researches, support engagement of Korean companies in Mekong basin countries, and etc.
The 22nd meeting of Korea-Indonesia Forest Cooperative Committee was Dr. Kim Yongkwan, Director General of International Affairs Bureau, Korea Forest Service and Dr. Agus Justianto, Senior Advisor to the Minister for Natural Resources Economics, the Republic of Indonesia co-chaired the 22nd meeting of Korea- Indonesia Forest Cooperative Committee held in Seoul, Korea on the 2nd of August 2016. Major issues discussed included forest investment by Korean companies in Indonesia, a joint forest biomass plantation project carried out by the Korean Forest Promotion Institute in Indonesia and promotion of timber trade regarding CSG (County Specific Guideline) and Timber Legality Assurance System.
The 1st meeting of Argentina-Korea Forestry Cooperative Committee held on the 29th of August, 2016 in Buenos Aires was co-chaired by Dr. KIM Yong Ha, Deputy Minister of Korea Forest Service and Ing. Agr. Lucrecia Santinoni, Undersecretary of Industrial Forestry Development of the Ministry of Agroindustry of Argentina. Both sides agreed to exchange information on the forest, explore the possibility of cooperating in promoting Korea’s forest investment in Argentina and organize seminars on forest investment in Argentina.
The 4th meeting of Uruguay-Korea Forestry Cooperative Committee was co-chaired by Dr. KIM Yong Ha, Deputy Minister of Korea Forest Service and Mr. Agr. Pedro Soust, Director General of Forest, Ministry of Livestock, Agriculture and Fisheries. The meeting mainly focused on the continued cooperation in vitalizing forest investment in Uruguay. As part of Korea’s efforts in promoting forestry investment and industrial planation in Uruguay, Overseas Investment Forest Guidebook- Uruguay was published in 2015 and the guide books were distributed for those interested in Uruguay at the Seminar on Overseas Forest Investment held in Korea, 2016. For up-to-date information on the climate of foreign investment in Uruguay, planting sites and tree species, the Uruguayan side agreed to provide inputs.
Mr. Fatine EL EUCH, Acting Director General of Forests, Ministry of Agriculture, Hydraulic Resources and Fishery of Tunisia and Dr. KIM Yongkwan, Director General of International Affairs Bureau, KFS co-chaired the 3rd meeting of Korea- Tunisia Forest Cooperative Committee held in Seoul, Korea on the 21st of September 2016. Key agenda included research and collection of forest plant resources, desertification prevention and cooperation in seed conservation and storage at Seed Vault. To conserve seeds from Tunisia at Seed Vault, it was recommended to establish a MOU between the Korean side and Tunisian side involving INRGREF, IRA Medenine and National Gene Bank. On a related note, the Tunisian delegation visited “Seed Vault” at the Baekdudaegan National Arboretum on the following day.
The 3rd meeting of Korea-Paraguay Forest Cooperative Committee was hosted in Daejeon, Korea on the 20th of October 2016. Mr. SHIN Won Sop, Minister of Korea Forest Service and Mr. Victor Yambay, President of the National Forest Institute (INFONA) of Paraguay co-chaired the 3rd meeting and shared insights on cooperation on pilot timber plantation project in Caaguazu, Paraguay and a feasibility study for developing a pilot plantation project in Chaco, Paraguay with the view of preventing forest degradation. For seed conservation, the Korean side would propose a draft MOU for back-up seed storage at Seed Vault in Korea and the Paraguayan side designated a focal point for further collaboration.
The 2nd meeting of Korea-Canada Forest Cooperative Committee was held at the Canadian Forest Service of the Department of Natural Resources, Canada (CFS) on the 2nd of November 2016. The Canadian delegation was headed by Mr. Glenn Mason, Assistant Deputy Minister, NRCan-CFS and the Korean delegation by Mr. Yongkwan Kim, Director General, International Affairs Bureau, Korea Forest Service.
The meeting mainly touched upon: timber construction in Korea and Canada including the continued research on structural design and technology for tall wood buildings and long-span wood structures, and prospected contribution of this construction to climate change mitigation; modelling forests and harvested wood product carbon dynamics in the context of developing a new carbon budget model in Korea to address climate change; and joint research on forest fire management technology and mountainous meteorology.
