- In 2005, Costa Rica and Papua New Guinea initiated discussion of developing countries’ Reducing Emissions from Deforestation (RED).
- In 2007, RED expanded the concept including forest prevention, sustainable forest management, enhancing forest carbon stock (REDD+).
- In 2010, major bases to implement REDD+ was specified though adopting Cancun agreement.
- In 2013, REDD+ framework including methodology was finalized in Warsaw (COP19).
- In 2015, REDD+ implementation and support was stated as separate article as Paris agreement article 5.
REDD+ Pilot Project
Starting form Indonesia in 2012, the Korea Forest Service is running pilot project in three countries in Asian-Mekong region (Cambodia, Myanmar, Lao PDR). Signing Letter of Agreement in 2023 and MOU in 2024 with Lao PDR, Korea Forest Service started Subnational REDD+ project to reach the Nationally Determined Contribution(NDC) goal.

Korea-Cambodia REDD+ pilot project reached the goal of “650,000 tCO₂ reduction” and was the first pilot project to implement total process of REDD+ project and succeeded to issue carbon credit

Meaning of Korea-Cambodia REDD+ Pilot Project
- Equal to absorbing CO₂ emission of 34 thousand car per year
※ Car energy efficiency level 3 criteria (combined fuel efficiency 13.1km/l, annual mileage 15,000km) - 650,000 tCO₂Carbon credit is converted to 323,000 US Dollar in average
※ Applied in the standard of result base payment which was applied in Green Climate Fund (GCF) ($5 per ton) - Improving quality of life of locals and contributing to biodiversity conservation
※ Protecting 64 species of bird, 25 species of mammal, 2 species of amphibian ( 2 species of bird, 9 species of mammal are endangered species) - Pilot project of the Korea Forest Service is based on Voluntary Carbon Standard (VCS) and implemented in the process of ① Project development and validation, ② Field site activity, ③ Monitoring and verification, ④ Credit issue ⑤ Benefit sharing (Selling and creating trust fund, reinvestment to the Projet).
Expected Outcome
- (Contribution to NDC) Under the Pairs Agreement, REDD+ project outcome can be used to reach the Nationally Determined Contribution (NDC) goal.
- (Incentive) Developing countries which are implementing REDD+ can receive Result Based Payments (RBPs) through international organizations (such as GCF, FCPF). (Carbon Credit) Emission reduction of REDD+ project can be issued as carbon credit according to Voluntary carbon market system and used as individual and corporate net zero. (Non-carbon benefit) conservation of biodiversity, improvement of ecosystem service and environment, and finding locals’ alternative income to alleviating poverty and improving livelihoods.
REDD+ Policy
Expanding REDD+
- Based on REDD+ pilot project, the Korea Forest Service is expanding the project to subnational scale (province or administrative district).
- Finding new project to implement subnational scale REDD+ project including Mekong region in ASEAN countries.
Diversification of participating REDD+ through Multilateral cooperation.
- Acting as hub of Asia, expanding to Latin America and African region.
CAFI (Central African Forest Initiative) (Reference: cafi.org)
- Cafi is the biggest initiative that is operating in African region to support 6 countries which have the most tropical forest in Congo basin area to implement REDD+.

UN-REDD Programme (Reference: un-redd.org)
- In 2008, FAO, UNEP, UNDP cooperated to gather experts of REDD+ in each organization and established UN-REDD Programme to reduce deforestation of 65 cooperating countries and support technical assistant for national REDD+ projects for developing countries.
- The Korea Forest Service made an agreement in 2022 to build capacity building platform to improve understanding of REDD+ stakeholders for world forest protection and to combat climate crisis.
The LEAF Coalition (Reference: leafcoalition.org)
- Until 2030, for the purpose of preventing tropical and subtropical deforestation and degradation, governments and corporations jointly gather funding for REDD+ project ($1 billion)
